Each Expert Group consists of at least six members from the EU and all Strategic Partner Countries, who are selected with respect to their expertise in alignment with the pre-selected focus topics, ensuring a good representation of all major stakeholder groups of the IDIH project (research, technology, industry, innovation facilitators, user associations, etc.). The European Expert Group on the transition from institutional to community-based care is a broad coalition gathering stakeholders representing people with care or support needs including children, people with disabilities, people experiencing mental health problems, families, people experiencing homelessness ; as well as service providers, public authorities and intergovernmental organisations.

The expert group shall aim at having a broad range of relevant expertise and geographical d iversity among its members. Specific criteria (depending on the relevant area of expertise) may be defined for the appointment of the experts. Besides Expert Groups, which can develop policy guidance, practical tools and can share good practices, the EU youth strategy 2019-2027 also offers new ways of mutual learning, such as peer reviews and peer counselling, high-level forums, analysis and studies.
